During a recent roundtable discussion, the game's chief Joe Shely explains that, despite the fact that the company is thinking about making them a part of its live support, rethinking sets in a way that fits Diablo 4 wouldn't be possible for the release of Diablo 4 in the first quarter of next year.
"As we've been working on the game, we thought we might be able to evolve sets in a different way than Diablo 3 did. "You won't be seeing sets when you first start in the game," Shely explains, "we simply required additional opportunity to get sets in the game in a manner that would function admirably with other components of Diablo 4." We're looking into our Live service because we think sets are great and want to make sure they are done right."

You are aware, in the most recent version of Diablo 3, that activating a spell grants you thousands of bonuses. We are currently attempting to limit the design of the game in order to avoid falling into that power curve that keeps getting steeper.
If you don't know what "Set Items" are, they are basically powerful devices that, when built, provide the most power. Because they always come with the same bonuses and are a part of sets, they are referred to as "sets." While Diablo 3 marked their height of power, Diablo 2 marked their debut. We are confident that they will have a significant impact on the developing fashion scene in the Sanctuary, but it is unknown how they will affect the Diablo 4 meta if they are released.
